Swapping the whole fitting, not just the washer inside it, is what tap replacement in Joyner covers: the mixer or the pair, and the connections underneath. Our QBCC licensed plumbers carry out the work, and the Joyner run reaches the 1990s estates and the newest townhouse streets alike.

What Decides the Right Replacement Tap

A mixer tap blends hot and cold at one spout, run from a single lever or twin handles; separate taps give each supply its own spout. Style comes first, and the bench or basin decides the rest.

The new fitting has to match three things:

  1. Hole layout

one hole suits a mixer, two suit a pair, and the spacing has to line up.

  2. Mounting

a deck-mounted tap sits through the bench or basin, and a wall-mounted tap draws its supply from within the wall. Changing between the two alters the wall or the basin as well as the fitting.

  3. Supply lines

the connectors beneath, matched against the old fitting before the new one is picked.

An isolation valve on each supply line shuts that one fixture alone, leaving every other tap working while the swap happens. Garden and hose taps follow their own rules, and our outdoor tap repairs page covers them.

Certification Rules for Replacement Taps

WaterMark certification is the safety mark: it confirms a tap meets Plumbing Code of Australia requirements for safety and fitness for purpose. WELS (Water Efficiency Labelling and Standards) is the second mark: the national scheme that registers a tap for water efficiency and prints its stars and flow figures on the label.

A new tap needs both marks before anyone can lawfully fit it, and WaterMark certification comes first because WELS registration depends on it. Queensland building rules also set a 3-star floor for tap fittings and showerheads, though Business Queensland excludes renovations from that minimum.

Buying online adds a check:

  • The listing has to show the WaterMark trademark, the product specification and licence number, and the WELS registration details with the stars.
  • Both product databases can be searched by model name before paying, and a seller should supply anything missing.

Tap Washers, Whole Taps and the Licence Line

Queensland puts tap replacement in licensed hands, and the QBCC's unregulated list allows just one tap job for everyone else: a jumper valve or washer change. Even that job has to reach the plumbing standards when it is done.

The categories then split cleanly:

  1. A like-for-like swap

of an existing tap counts as minor work: a QBCC licensee does it, with no permit needed and no Form 4 either.

  2. A new tap, or one shifted to a different spot,

counts as notifiable work when the building is already standing. No council permit applies; the plumber sends a Form 4 to the QBCC inside 10 business days of finishing.

Renters sit on another line. A tenant needs the owner's or manager's written okay, recorded on a Form 23, before attaching any fixture, and a fair request should not be refused.

Where a tenant fitted something without approval, the owner or manager can call it a breach and raise a dispute. The alternatives are keeping it as an upgrade, or removing the fitting and charging the tenant for that.

Dripping spouts and worn washers stay on our tap repairs page when a repair will do.

The 9 Litres per Minute Rental Tap Rule

The limit is 9 litres per minute: cold taps indoors plus single mixers cannot run faster than that, or the owner cannot pass full water costs to a tenant. The rule reaches cold taps over a basin, the kitchen sink or a laundry tub, single mixers included.

Outside the limit sit bath taps, garden taps and lines feeding a washing machine or dishwasher. The Residential Tenancies Authority recommends owners hold proof of water efficiency: plumbing reports, receipts, packaging and manuals for the taps. For fixtures made from 2005 onwards, look for 3 stars or better on the label.

What Changes the Price of a Tap Replacement

The price turns on the tap type, whether the isolation valves and connectors can serve again, and whether the bench or basin holes take the new fitting. Access beneath the fixture and the number of taps in one visit round it out, and a Form 4 fee may apply where the tap is new or shifted.

Most Joyner homes are owner-occupied: at the last census, 26.7 per cent were owned outright and 50.0 per cent carried a mortgage, so these jobs are mostly upgrades the owner chose. The first estates around Rolls Royce Court carry tapware now decades old, so their swaps are usually like-for-like. The townhouses near Whitechapel Street are younger, and their work more often upgrades cartridge-era mixers.

Where the work is notifiable, the contractor lodges the Form 4, pays the fee and can recover it from the owner. You get a fixed quote before any work starts, and that quote sets the price.

Tap Replacement Questions

Call (07) 3523 7172

Can I buy my own tap and have a plumber fit it?

Yes, provided the tap shows the WaterMark trademark plus a WELS star rating on its label or listing. WaterMark certification is what allows a licensed plumber to install the fitting lawfully, so check both marks, and ask the seller for the licence and registration details if either is missing.

How much does it cost to replace a tap in Joyner?

The tap type and the state of the shut-off valves and connectors underneath are the two biggest drivers. You get a fixed quote before any work starts, and that flat-rate quote sets the price.

Can a tap be added or moved to a new spot?

Yes. Putting a tap somewhere new, or shifting an existing one, counts as notifiable work in a standing building. A licensed plumber does the job and notifies the QBCC on a Form 4 inside 10 business days of finishing.

Can a tenant replace a tap in a Joyner rental?

No, tap replacement is licensed work, so the owner or property manager arranges the plumber. A tenant keen to attach a fixture has to get the owner or manager to approve in writing on a Form 23, and a fair request should not be refused.

Do taps in Queensland homes need a minimum WELS rating?

Yes, every tap on sale in Australia carries WELS registration, with its stars printed on the label. Business Queensland sets a 3-star minimum for tapware as a building rule, and excludes renovations from it.
